This episode is based off of the events in chapter 43 of the manga.
The original backstory to the situation is that after the Lord of Terror arc and the goddesses having to rely on the moonrock bracelets that Keiichi made, Urd is even deeper in Keiichi's debt and feels like she has to repay him by giving him an opportunity in the form of a love potion. Urd gets frustrated with Belldandy because Belldandy is knitting slowly, and Urd believes she should make Belldandy more assertive.
The "discussion" of lingerie between Urd and Skuld is new, as well as the flashback to the last episode. Everything up to Urd making the potion is original material.
Originally, Skuld was looking for the newspaper so she could read it, but found it under Urd's vials and chemicals. Skuld, in her immaturity, attempts to do the magic trick of removing the newspaper from underneath the potion without disturbing anything, but accidently breaks the potion. She converts Urd's clock into a suction machine to collect the potion, but there wasn't enough so Skuld used various other ingredients to make it full.
Originally, Urd had a heckuva lot more pills than that.
Urd targeted Belldandy originally in the manga, instead of trying to get Keiichi to take it.
Urd's impression of Belldandy is HI-larious. Urd's worriment of whether the potion took effect or not stayed.
Apparently, Urd isn't as meticulous about inventory in the anime, because an entire night passes and she doesn't notice that she's missing a few ingredients.
The events differ significantly at this point. Originally, in the manga, the potion took effect almost immediately and Belldandy took Keiichi downtown to shop and see the movies. After the movie, they're back home when Belldandy comes onto Keiichi, and Keiichi rejecting her, and Urd noticing she's short on ingredients and finding Skuld's evidence and making an antidote right away. Keiichi and Belldandy's dialouge is unchanged, although originally during Keiichi's speech Urd slips Belldandy the antidote. The punishment also seems different; in the manga, Skuld is being made to make useless machines. The anime shows Skuld being all upset about just seeing the machines.
