The beginning of the episode, where Aoshima is among a gaggle of girls and declaring that he'll win over Belldandy, is new material.
... I must say, the cheerleading duo of Tamiya and Otaki is completely new to the anime as well.
This episode's latter half is based off of chapters 22 and 23 of the manga; the first half is mostly all original material. So, the build-up of the race is completely new, and the actual race shortened a great amount, much to my disappointment. In my opinion, the Los Angeles Institute of Technology racers were shafted when it came to the anime.
However, the beginning still draws from other chapters. In chapter 24, Aoshima begins his new Four Wheels club, and that was moved over here in the anime. Also, in chapter 24, Aoshima destroyed the Motor Club's clubhouse; the anime borrows a similar idea by making him destroy their three-wheeler.
Also, in this episode, it's revealed that Megumi signed up for the Softball club; this fact isn't revealed until several volumes later.
I must say, I personally have mixed feelings about Belldandy's reaction later in the episode. I mean, several previous episodes have skewed other peoples' personalities just to meet Belldandy's new personality, and this new trait is completely left field...
Another thing that's been bothering me is the regularity of the characters' clothes. In the manga, the goddesses at least wore something new every few chapters, except on rare occasions. Would a fashionable sexpot like Urd be wearing the exact same thing so many times in a row?
Anyway, back on track... in the manga, the three-wheeler isn't a one-night job. Consequently, the three-wheeler is also a very durable machine in the manga, and did not require that Belldandy use her powers to keep it from falling apart. This is was most likely added to further the emphasis that Belldandy's power is being drained.
Originally in the manga, Sayoko had no part in this series of events.
In the manga, Belldandy uses up her powers not only through the mirror, but by using her powers to navigate for Keiichi. Examples: conversing with nature, utilizing a GPS signal, etc. Also, in the manga, Urd helped Keiichi recharge Belldandy, so she could continue on navigating. This was left out, most likely to emphasize on the club's unity and teamwork, I guess...
Sora has to point out the blocks to Keiichi in the anime, but in the manga it was Keiichi who already knew about them.
Overall, this episode seemed to take elements from the manga, and instead of following the manga's intent, it is using them for it's own intent. I'm not sure what to think of this just quite yet, but it'll be interesting to see exactly how this takes form further into the series. But this episode is another reason why you should read the manga, so you can get another view of the events that have taken place.
